For my part, I only want the ~86 builds for specific packages (at this point, Apache 
2.0.44 is the only one.)  I decided to change the "net-www/apache" line in my world 
file to "=net-www/apache-2.0.44", which had the desired side effect of excluding 
apache from the "emerge -up world" report (previously, this always wanted to downgrade 
to 1.3.27.)  I think that's a solution I can live with for now, but the downside is I 
won't be alerted by "emerge -up world" when 2.0.45 makes it in to portage.  I'm not 
really sure what the best way to handle this is; perhaps what I really want is 
">net-www/apache-2"?
