You do 

emerge sync # which pulls in the latest builds.
emerge programofchoice # which configures, builds, installs the program

emerge -u world will update anything that needs it.  There are options to do 
the dependencies also.

emerge -u system will update the system.

emerge -pu world will tell you what it would do but not actually do it.
