ImageMagick's 'convert' tool can make animated GIFs. emerge imagemagick
I also found gifsicle. I went over to my Windows computer. I whipped 3 GIFs in Paint. I ran 'gifsicle --delay 500 --loopcount=forever frame1.gif frame2.gif frame3.gif > output.gif' and voila!
