I've had really good luck with both XFS and EXT3.  I have used ReiserFS but sometimes 
when I lost power strange things would happen.  You may want to consider purchasing a 
UPS if you can afford one.  Depending on how long power outages last for you a UPS may 
either get you through the outage or at least give you enough time to shut down the 
system properly before completely losing power.
