It's not that it's hard to /get working/, it's that, to set it up properly, you have to read through a mountain of documentation ten times until you fully understand it and can deduce where they're being lazy about security. Then you have to adjust it all for your system, and document what you learned and where you differ from the install docs. This is hard in comparison to not doing it =)
