Read the changelog and decide for yourself.
"emerge --changelog gcc" will show you the changes and the reason for
the upgrade.

You don't have to do an emerge -e- world for a minor update to GCC. Maybe
when you go from 3.3 to 3.4, or 3.4 to 4.0, but not for this.
