It's a pun on the word decline. Mr. Twain (known mainly for his books) is using two meanings on the word decline simultaneously. 1. to refuse and 2. the alter a noun or adjective to indicate it's role in a sentence, only used in some languages. It's rather creative but I found it a little confusing.
