I would add that since /tmp is often cleaned on boot-up, /var/tmp is considered a "less temporary" place than /tmp. For example, if you hose your /opt/foo directory, then assuming you have an appropriate version of /foo in /var/tmp/portage, when you re-emerge "foo" it will skip steps that don't need to be done again (because they have already been completed and left results in /var/tmp/portage).
