IMO having another nomination+election cycle is a lot of work and
time, and not something we want to go through every time we need to
replace a userrep.  Remember that there are 11 of us, so you have to
expect that a couple of people are going to resign or disappear during
the year.

One thing to keep in mind here:  The userrep position was created by
userrel, not by general users.  That userrel chose to solicit
nominations and hold an election to fill the positions is great, and
something that I hope continues, but there is no law that says they
_must_ do things that way.  They could have just as easily limited the
voting to developers only, picked their favorites, or drawn names from
a hat.

Thus, with userrel's blessing, I don't see a problem with us selecting
a replacement internally, as we are only talking about serving out the
remaining term, so users will get a chance to voice their opinions
again in the next election.  The alternative is that the position
remain vacant.
