Hi, Works for at least as a WorldImage store. I converted the pdf into tiff with gdal_translate. I noticed a problem with jre 11 but with jre 8 (Corretto) I could publish the image with Geoserver 2.17.1. I do not bother to tell more details on my workflow because it may not be worth repeating, but tell us what you did so we can try the same.
