It is a tough call, I think ArcSDE and DB2 are ready? I was going to 
move db2 over to plugins on trunk, I also expected wms to move into 
extentions a while ago but I am not sure what happened?

However the vast majority of unsupported modules are not going to make 
the trip; the geometry module and tile modules are not ready for example.

Others like postgis-versioned and oracle are in limbo as you ellude to. 
Perhaps we should make a "roll call" on Monday and see who wants to be 
included. For those that want to be included in a later 2.4 point 
release you have a couple of options:
- leave them in svn and don't release them
- release them in a seperate download
- release them in the main download and trust that the "unsupported" 
directory is enough warning
