May be a dumb question, but I wonder if a proposal were needed at all? Developers guide says proposals are for API changes [1]. The proposal[2] says it adds API: "The structure of the proposed API allows a developer to chain nodes as desired." and no API change is needed: "It is worth to point out that the proposed solution does not face GeoTools API change".
