Given the size of GeoTools, it is possible that the project would benefit from something along that line (in the above, lets replace "modules" by "subprojects" where a subproject is a group of closely related modules maintained by basically the same teams). But partially only - the project would also benefit from common practice as much as it is pratical. What I don't know is which aspects to leave to subprojects and which aspects to keep in common. I'm really not sure which level of freedom we should leave to subprojects, and I guess that only experience will tell us. Personnaly I would insist for keeping Maven as the common building tool. But we do need to make it easier. However all those topics ("GeoTools as an umbrella for inter-related project", "Simplifying GeoTools usage of Maven") are long term efforts - I don't envision major change before a year or so. Maybe a FOSS4G meeting as suggested by Jody would help.
