I believe there is no documentation for the new approach, but afaik it's
pretty similar to the GeoServer ones,
the scripts do pretty much the same things (minus the creation of
installers):

Just made yo release manager in GeoTools on sourceforge. For Jira I don't
know, I am admin but it seems the permissions there
are managed via roles, and don't know how to assign you a role...
