The developer guide is not in the wiki, it's rst files in the version
control, and built with Sphinx.

GeoTools does not have a guide on how to write documentation (afaik), but
GeoServer does and uses
the same system, this should help you get started:

As for commit access, you need to sign and send the OSGeo contributor
agreement, and then I guess
we can give you commit access since you're going to follow up with Julian's
summer of code work right?
