We would like everyone to have a CLA signed.

The OSGeo CLA gives the geotools project management committee a few more
protections and abilities beyond the LGPL license. Most notably it allows
us to donate the code to other open source projects (something we have done
both for GeoToolKit and JTS Topology Suite in the past). When we joined
OSGeo we spent some time contact all the historical geotools developers we
could find and getting agreement from them.

Aside: If the "other contributors" were working for a company a you can get
the company to sign for many people in one go.
