Hi, on the geoserver-devel mailing list we are discussing limited ways to contribute self-contained modules without having to sign a CLA. I'd invite you to participate to that discussion, if it gets approved there, we could propose the same in GeoTools. Of particular interest would be, why are you trying to contribute the module to the main project (obvious to me, not clear to others it seems), the difficulties getting the CLA signed, and the future prospect for your store in case it cannot be donated to GeoTools.
