If the component is stand alone, the standard procedure it to become
the owner of a module, but since you're contributing modifications
to an existing one, the best would be to talk with the maintainer
(M. Bedward)

This is up to the maintainer to decide.

You have to sign a contribution agreement and give the IP to
OSGEO.
