The GIS Coordinator is linked off of this page. They say that the
Level I data is public domain -- if what you want is not linked
above, I would contact the GIS coordinator directly and ask.

Have you considered writing to Caltrans about data? Might be worth
a shot. The engineers and web people I've talked to there are all
about sharing, and it might be catching on with the management.
