From the metadata:
"This layer is only as complete as USGS 1:100,000 quad maps,
some of which date back to the mid 1970s. Recent areas of
growth are not included; however, the information the layer
does have is quite detailed and includes even jeep trails.
The attribute coverage is fairly complete with 5 types and
22 classes of roads; however, not all classifications occur
in each county, and classification of secondary roads can be
somewhat inconsistent between 100k quads."

free sources of detailed roads data for California that is better
than Tiger. Or, are there any WMS services out there that offer
better data? We are a non-profit organization who is publishing an
interactive map of public parks in the state. We've tried
overlaying our data on top of a google basemap using OpenLayers but
the result is confusing. Ideally, we would like to create our own
custom basemap. Tiger data will suffice, but it would be nice to
have better data. I don't suppose any of the large data
organizations such as tele atlas ever offer low-cost licenses to non-profits?
