We have long intended to jump start in the US by uploading TIGER into the OSM database. Once in OSM, the data is ready to be improved apon .. creation of custom basemaps is what it's all about. There's some techical steps that need doing, I and others in OSM would be ready to guide any of that work. We've tried overlaying our data on top of a google basemap using OpenLayers but the result is confusing. Ideally, we would like to create our own custom basemap. Tiger data will suffice, but it would be nice to have better data. I don't suppose any of the large data organizations such as tele atlas ever offer low-cost licenses to non-profits? Any suggestions would be appreciated.
