Thanks for the suggestions Jeff and Dave. I don't actually want to transform an image from one CRS to another, but want to (for example) roughly georeference a scanned map image using two waypoints I collected in the field.
I need a program that will allow me to open the image, select two pixels in the image, assign the pixels real world coordinates, and then write out a world file. If there isn't an existing FOSS tool that can do this, I will try to write something using the Deegree project library. If I do this I'll post a link to the source and executables to this list.
