It's the GIS community in general. All of the existing software sucks rocks. Nonetheless, people have invested huge amounts of effort into learning how that software works. Consequently, they are members of the cognoscenti. Anybody who attempts to improve the software gets dragged back into the morass of suckitude. The existing user base doesn't actually WANT improvements because they already know how to handle the suckyness of it all. It's a classic innovator's dilemma. Thus, the solution is to make geowanking so simple, easy, and fun (like wanking itself) that the GIS community sticks their nose up at it. Once you've got a geowanking engine that's fast and easy to use, start adding GIS features to it.
