Usually this is the result of them plucking their tails, maybe out of
boredom?

Does the pointy hair look like clumps of hairs stuck together? If so, then
they may be greasy. Give them a bowl of chincilla dust or corn meal for them
to bath in. It will help clean the fur and they enjoy it.
