Afaik, its based on bsd licence.

Probably I am not getting the point, but if you want to make it an eclipse 
plug-in you don't need to distribute the swt code. It comes with eclipse. 
Just in case of a standalone application the swt code needs to be 
distributed.

At least for standalone swt-apps I've heard a lot of good things about http://
jakarta.apache.org/commons/jelly/jellyswt.html.
