GHDL does not do synthesis, that is it can't generate a bit file for you. It is 
simulation only.

As far as I know there are no open source tools available that will do place 
and route, but I believe Icarus Verilog will generate netlists from Verilog 
code. I've never tried this.

If your reason for wanting open tools is financial, I would suggest getting the 
Xilinx ISE Webpack and using that together with an appropriate Xilinx FPGA 
board. Be sure that the Webpack will do synthesis for the FPGA you get though, 
the Webpack is restricted to the smaller Xilinx FPGA's.

Altera might have a similarly restricted but no cost tool suite, I don't know.
