Even if you get all the facts together, to implement all the tools needed to generate a bit file is a daunting task. Have a look at the tool chains from Xilinx and/or Altera, work with them for a few non-trivial projects on not too small FPGA's. For a CPLD a 'do it yourself' tool chain might be in reach, but for a contemporary FPGA I doubt that.
