My apologies : it seems to have been deleted since last night! 
This happened once before (to the OSX instructions when they first went
up).

I've recreated it to eliminate the branching in the "development" page
(and correct the 0.31 package name which is ghdl-0.31.tar.gz not
ghdl_0.31.zip)

I had a similar error during elaboration on a new Debian system, but
with libz ("cannot find -lz") where the cure was simply to install
libz-dev.

I don't know if libdl is a genuine requirement; first step is probably
Thomas's suggestion and see if anything breaks.
