Back in 2007, having account on a shellserver with ~/public_http was very common for open source developers - either as a university student/staff, kernel developers had it at master.kernel.org, and so on.
Some people also just indeed had always-on Linux PC connected to the internet (like me). Anyhow, https://public-inbox.org/git/20060920004828.gi8...@pasky.or.cz/ ( repo.or.cz) launched in September 2006 and then other services followed gradually. So a "plain hosting" was already well possible in 2007.
