By no means an expert but the advantage of having things consolidated is a new user can come in with knowledge of CMake and get to using things right away. Putting everything into scripts puts more burden on a new developer and of course requires cross platform script maintenance. I am also of the personal opinion that the current Arrow CMake setup tries to do too much. In lieu of automatically bundling dependencies, it might be easier to just provide a Docker image. But still providing a single CMake entry point for build / test makes things easier.
