Review Comment:
   I would expect it from any decent implementation. Besides, the move 
constructor is 
[specified](https://en.cppreference.com/w/cpp/string/basic_string/basic_string.html)
 as `noexcept`, which is a hint that it should not dynamically allocate memory.
   
   Perhaps we can actually add an assertion for it?
