Thanks @wgtmac, @adamreeve, @pitrou. I see Krisztián opened #55343 with the `empty_data_pages.parquet` test fixture from parquet-testing#131 for the reader side. Note that this PR also includes the writer-side guards in `CommitWriteAndCheckPageLimit` and `AddDataPage` to prevent emitting empty data pages in the first place.
