Thanks Scott, Robin, Luke and Kenn for navigating the `ServiceLoader`/`TableProvider` issue while I was out. The short-term fix to maintain the status quo in this PR LGTM. In the long-term, IOs will be able to register implementations of SchemaIO interfaces instead of TableProvider. They are in core Beam so the implementation can be in the same package as the IO.
