Currently, Prism can silently succeed even when failures happen if the following things occur in order: 1. A split request is initiated for a bundle 2. That bundle fails 3. The split request subsequently fails (because that bundle failed) this is because today, we exit the execution loop on a failed split request. Similarly, we exit the execution loop if a progress report fails. This PR updates the behavior to continue execution when a progress report fails (since these are not critical to the job functioning) but fail the job when a split request fails (since it is unclear what the bundle state is at this point).
