[PR] Support Docker Compose v2 in Python TransformServiceLauncher [beam]

   Support Docker Compose v2 in Python TransformServiceLauncher
   
   From July 2023, Compose v1 (`docker-compose`) stopped receiving updates. 
Probably it's time to migrate to modern Compose v2 (`docker compose`).
   
   This PR introduce a flag `use_docker_compose_v2` with default value `False` 
to maintain compatibility.
