@jizezhang Good observation! This is actually a temporary "problem" that
will hopefully be resolved soon.

We initially left the cache disabled by default until users could configure
it, as it needed to be disabled for several integration tests to pass. Once the
above PR is merged it will be enabled by default, so I don't think you need to
worry about additional options for this effort.
