Would Savannah's task tracker be a good fit? I've never used it. Are
the start & end dates mandatory or can they be left open-ended?

Also, just as a thought, if the list of projects were moved to bugs on
Savannah, someone would need to remember to go back & update the HTH
pages when it's complete. Probably not a big deal, but it might be
nice to create categories/item groups for each team (web, developers,
etc. as currently mentioned on the HTH pages.) In this way, the link
for a team's "list of projects" could instead be a link to that team's
list of to do items on Savannah and, once the item is complete,
closing it removes it from the list.

This, for example, shows all open bugs with the item group set to website:
