If you look at the html some more you see the english version
is at http://www.radio.org.lv/index_a.htm

The content-type charset=windows-1257 seems buried in a <META> tag. 
I don't know enough about what a browser should do with this info. 
If netscape ignored it you'd have been OK I think (e.g. was fine in lynx).
