If by "content or URL based proxy filtering" you mean CensorWare, then I
haven't heard of any. I'm sure you could develop it yourself easily
enough. Just find out what the customer wants filtered, then write a
script that scans all outgoing requests. You can also set up a caching
web proxy that stores and scans the HTML code before passing it on to a
client. 

I would recommend developing it yourself, since most of the censorware
out there is BAD. They usually block on pre-determined word lists that
are closed so that you can't edit them, or even see what it is that they
are filtering.
