This one has a sponsor listed - a Rep Tony Schnell(r). The only problem
is, there is no Tony Schnell in Congress.

true. I would expect to see a URL that has a thomas.loc.gov reference in
it for it to be legit.

Be careful here. The Postal authorities, notably the Postmaster General,
has been making noises about his "lost revenue" due to electronic mail and
overnight services. The post office will be in the red this year - the
first year in about 9 years of in-the-black operations. Various UN/WTO
people have also made noise about customs duties lost by software
downloads via internet. While this may be a hoax, that there are some
government agencies that are studying the issue is not a hoax.

To me, the kicker is "Bill 602P". Congress uses bill naming formats as
follows:

H.Con.Res.      House Concurrant Resolution (also seen as H.C.R.)
H.Res           House Resolution (often rules for debate)
H.R.            House of Representatives  - a simple bill
H.J.Res.        House Joint Resolution  (also H.J.R.)

S.Con.Res.      Senate Concurrent Resolution
S.              Senate Bill
S.Res.          Senate Resolution
S.J.Res.        Senate Joint Resolution

followed by a number, such as H.R. 2002, or S.Res. 216.
