Debian (Norbert & Frank, who are also active upstream, right?) have been removing non-free *parts* in stable, and ignoring bugs in stable/unstable that are known to be fixed upstream in TeX Live >= 2007, or even just rm'ed in TeX' SVN repository upstream.
