A thousand pardons, I spoke far to soon! The ghostscript-5.10 does support a ppm output device and netpbm does compile pretty much out of the box with cygwin32 and egcs compiler. Sorry, I saw all of the Imakefiles and jumped to the conclusion that pbm package required X. I did however notice that ghostscript 5.10 includes jpeg support.
