I suspect that allowing announcements would lead to ongoing discussions.  That will be a problem.

My take is that of someone wants to develop a tool or some enhancement, then they should join the development team and incorporate same into GnC.

I also agree that a glancing mention in reply to existing discussion should be allowed as long as the discussion doesn't migrate toward that other software.

If regular users alert someone in a relevant reply to a particular resource, that's a different matter. (such as in reply to a feature request, someone posts a link to one of these projects that already fits the bill. Any discussion thereof is in a limited context and should not metastasize.)
