You are using --include-key-block; this is intended to be used by MUAs to send the encryption key along with a signature to allow for immediate encrypted reply. This is similar to what has been done in S/MIME for decades and a mitigation to the comedown of the keyservers. MUAs may decide not to use this on mailing lists - if short mails are important.
