It does work. However, most people (especially newbies) don't know how
to change window manager. Also, window maker lacks the eye candy du jour
that a lot of people seem to like. Another problem is that GNUstep apps
look really out of place is those environments.

IMHO, I think it is unwise to force people to change their default
window manager (as long as it is EWMH compliant) just to run GNUstep
apps.
