Instead of relating it to total population, one might want to express
the number of archives in relation to the number of people in
tertiary enrollment (i.e. after secondary school). That may give a
somewhat more relevant picture, if we assume that tertiary enrollment
has more of a relationship with scientific activity than general
population. The language bias seems less prominent this way. But huge
caveats remain. For instance, the average size of institutions in
different countries is not taken into account. If that is large, then
we should expect fewer repositories relative to total enrollment.
