Speaking on the occasion Dr Martins commended the initiative taken by the Peaceful Society to create awareness on Panchayat Raj among the public. In his experience the desired progress in Panchayats 'has not' taken place and he called upon the youth to come forward to rid the village panchayats from corruption. According to a press release, the booklets have been compiled by Kumar Kalanand Mani, Soter D'Souza and Antonio Francisco Fernandes of Peaceful Society to help the public understand the functions, powers and procedures of the Village Panchayats. The first booklet explains about the Gram Sabha while the second booklet gives the functions of the village panchayat. The third booklet deals with the Powers, duties of the Sarpanch and Panchayat Secretary and the procedures of meetings. Earlier, K Mani Executive Secretary of Peaceful Society introduced the aims and programmes of the organisation. Soter D'Souza, Coordinator of the Panchayat Raj Cell spoke on the future programmes for strengthening the Gram Sabhas and training of panchayat functionaries. Roland Martins of Goa Desc, Dr Tanaji Halarnkar and Dr Susrut Martins also spoke on panchayats. Present on the occasion were U D Gaitonde, Deputy Director of Panchayats (North) and prominent writers, educationists and activists. Earlier, the gathering was welcomed by Antonio Fernandes, Joint Coordinator of the Panchayat Raj Cell, while Soter D'Souza proposed the vote of thanks.
