  The Indian government might bark a lot but they are too timid to bite. Not
so with Iraq. They have attacked Kuwait and also slaughtered the Kurds.

This is perhaps one key difference between Iraq and India. The government
does however bear partial responsibility for this because of the prevalence
of widespread illiteracy in the country.
