I thank Florianobab for carrying this dialog forward. We need to think through all the legal options. Unless, of course, we do not mind being regarded as fools by all reasonable people who cherish democracy and freedom (including economic freedom), and those who respect such a thing as the constitution of a democratic country.
In this regard, I believe that the big-hearted Goan Paklo and his supporters have a more rational head screwed on their body than all these Goan micropatriots who believe they can ban non-Goans from entering Goa, or rightfully demand and secure a special status for Goa under the Indian constitution, because of their mythical unique Goan identity. Florianobab also pointed out something I had overlooked, which is, to build a fence around Goa we would most definitely need the help of non-Goan migrant workers.
