It's 1.3 million currently, meaning about 15.42 req/s for the *entire* day. It's been growing over time though. I believe the hard limit until very recently was 650.000.
My guess is that the request limit and a lot of other quotas will get adjusted based on the payable ones. The request limit for example will probably rise with bandwidth allotment.
